The "Azerbaijan 2030: National Priorities for Socio-Economic Development" program was approved by President Ilham Aliyev on February 2, 2021. It outlines five priority areas for the country's development over the next decade, one of which is "Competitive Human Capital and a Space for Modern Innovations." For older adults, the plan includes specific measures aimed at addressing the challenges posed by demographic trends and an ageing workforce. The program is implemented at the national level, involving multiple government institutions to ensure alignment with Azerbaijan's long-term socio-economic goals. The scope of the program extends to the entire population of Azerbaijan, with a special focus on enhancing opportunities and services for people aged 50 and older. Under this priority, the program seeks to improve labor legislation to accommodate demographic changes, particularly the gradual ageing of the workforce. It also aims to expand employment opportunities and active labor programs for individuals aged over 50, increase their access to financial resources, and promote entrepreneurial activities among the older population. Furthermore, the program emphasizes lifelong learning, encouraging continued education and skills development for older adults. The initiative also focuses on developing social and medical services, including specialized geriatric care. The program is currently in the implementation phase and will guide national socio-economic policies and reforms until 2030.
