National strategic plan for the development of adult skills
Piano strategico nazionale per lo sviluppo delle competenze della popolazione adulta
The "National Strategic Plan for the Development of Adult Population Skills" was approved in the Unified Conference with Agreement Registry Act no. 79/CU on July 8, 2021, pursuant to Article 9, paragraph 2, letter c) of Legislative Decree no. 281 of August 28, 1997. The Plan, drafted by the Interinstitutional Table on lifelong learning, established at the headquarters of the Unified Conference with the Agreement signed on December 20, 2012, represents a programming proposal for multi-year operational interventions. Its fundamental purpose is to address a significant portion of the adult population to bridge the gaps in basic skills and low qualifications. The beneficiaries of these interventions will thus be able to regain competitiveness in the labour market and also have greater opportunities for integration and reintegration into their social and family contexts. The plan has three strategic activities: 1) intercepting, reaching out and guiding individuals; 2) qualifying and upskilling human capital, including digital competences; 3) intermediating and synchronizing skills supply and demand.
